Tseng Sun-man pursued music training in Hong Kong and New York (B.A and M. Mus), and later studied arts administration at the City University, London. He was a graduate of the Executive MBA programme of the Chinese University of Hong Kong in 1998. Prof. Tseng also received fellowships from the British Council and the Asian Cultural Council for further studies in Britain and the United States.
Tseng Sun-man has held a number of senior arts management positions in Hong Kong, including Executive Director of the Hong Kong Arts Festival Society (1988-94), Secretary-General of the Hong Kong Arts Development Council (1997-2001), Head of Radio Four, Radio Television Hong Kong (1994-97), and Assistant General Manager (Marketing and Development) of the Hong Kong Philharmonic Orchestra (1982-86).
Since 2002, Prof. Tseng devotes the majority of his time on arts management training, teaching and designing training programmes in Hong Kong and Mainland China. He worked full-time in the Mainland from 2004 to 2008, first as Director of Administration of the Shantou University and later as Chair of the Arts Administration Department of the Shanghai Conservatory of Music.
After returning to Hong Kong in 2009, Prof. Tseng taught both in Hong Kong and the Mainland whilst serving as a consultant in policy research studies. He taught post-graduate arts management courses at the Chinese University of Hong Kong, University of Hong Kong SPACE, Hong Kong Academy for the Performing Arts, Shantou University, Shanghai Conservatory of Music and the Cheung Kong Graduate School of Business in Beijing. In 2012, Prof Tseng joined the Department of Cultural and Creative Arts of Hong Kong Institute of Education as Adjunct Professor. He masterminded the development of the Executive Master of Arts in Arts Management and Entrepreneurship programme which caters specially to experienced cultural managers. The programme was launched in 2014 and its participants come from seven cities.
Prof Tseng is actively involved in professional and community services. He was Chairman of the Hong Kong Arts Administrators Association from 1991 to 1994 and served as a board member for 18 years. He is currently a member of the Advisory Committee on Arts Development of the Hong Kong Government, an Arts Advisor (Arts Management) of the Hong Kong Arts Development Council, Chairman of the Committee on Venue Partnership of the Leisure and Cultural Services Department and a board member of the Hong Kong Children’s Choir. Since 2014 he joined the board of the Association of Arts Administration Educators based in the United States.
As a consultant, Prof. Tseng has led and taken part in research projects for many arts organizations such as the West Kowloon Cultural District Authority, Hong Kong Arts Development Council, Leisure and Cultural Services Department, Hong Kong Repertory Theatre, Shanghai Symphony Orchestra, Hong Kong Arts Festival Society and the Hong Kong Academy for the Performing Arts.
Prof Tseng is a frequent speaker and moderator in local and international conferences on arts management. He was Chair of the 2013 Cultural Leadership Summit (Hong Kong) presented by the Hong Kong Arts Administrators Association and West Kowloon Cultural District Authority. In 2014 he gave presentations in Brussels, Montreal, Brno and Beijing. He is a Guest Professor of the Xing Hai Conservatory of Music and Shantou University.
In 2007 Prof Tseng received the Commendation Award of Secretary for Home Affairs for “Outstanding Achievement in Cultural Promotion“. He was appointed a Justice of the Peace (JP) in July 2012 by the Hong Kong Government. His book “Principles of Arts Management” (in Chinese), which was published in 2009, has sold more than 6000 copies.
