Improving Vocational Outcomes for Hong Kong's Social and Economic Development: A role for Vocational Teacher Education

International studies have established the importance of vocational education to economic and social development and of vocational teacher education in Hong Kong, and there is a lack of research-based knowledge about that which is provided. Policy formation and evaluation in this area are thus lacking a sound knowledge base, and efforts to enhance the quality and impact of vocational learning outcomes are seriously compromised. The purpose of the proposed research will be to address that lack by providing an empirical knowledge base in which to ground policy development in vocational teacher education at government and organizational levels. The research will involve a comprehensive study of the nature, extent, quality and impact of vocational teacher education in Hong Kong. A mixed-method study will identify, quantify, and delineate the policy implications of : (1) the historical context of vocational teacher education policy and provision; (2) the career opportunities, profiles, aspirations, incentives and disincentives of vocational education teachers and instructors; and (3) the quality and impact of, and issues raised in, vocational teacher education provision from different stake-holder (student, graduate, provider and policy-maker) perspectives
